Terms of Use

Effective Date: 1 April 2026

1. Ownership and Administration

Bulletin Board (the "Platform") is owned and operated solely by Kingston Military Family Resource Centre Incorporated (KMFRC), a non-profit charitable organization based in Kingston, Ontario.

2. Purpose of the Platform

The Platform functions as a restricted-access community bulletin board for members of the CFB Kingston community.

Users may post for lawful service-based offerings and home-based businesses, including but not limited to:

Child Care
Cleaning/Organizing
Creative Arts
Dependent Care (elderly, those with disabilities)
Financial & Legal
Food & Catering
Hair & Esthetics
Health & Wellness
Housing
Lawn Care
Pet Care
Real Estate
Snow Removal
Travel
Tutoring

The Platform is intended solely for awareness and informational purposes.

The Platform does not:

Process payments
Facilitate transactions
Act as a broker, agent, or intermediary
Enable direct product sales
Operate as an e-commerce marketplace

All arrangements, agreements, and payments occur independently between users outside of the Platform.

The Platform is not intended for advertising events, activities, fundraising or charitable initiatives, or for selling products. Only service-based offerings and independent or home-based businesses may be posted.

3. Eligibility

3.1 Minimum Age

Only individuals who are eighteen (18) years of age or older may create an account. By registering, users represent and warrant that they:

Are at least 18 years old;
Have the legal capacity to enter into binding agreements;
Are affiliated with the CFB Kingston military community;
Reside in Kingston or the surrounding geographical area;
Are not posting on behalf of someone else unless they are a family member that is a minor.

3.2 Posting on Behalf of a Minor

Parents or legal guardians may create and manage an account on behalf of a minor for the purpose of advertising services offered by that minor (e.g., babysitting). In such cases:

The parent or legal guardian is the account holder;
All communications must occur through the adult account holder;
The adult assumes full responsibility for services provided by the minor.

KMFRC does not supervise, verify, or assume responsibility for services provided by minors.

3.3 CF One Requirement

To create an account, users must provide a valid CF One membership number. The Platform uses automated format validation to confirm that the number entered matches the required CF One structure.

KMFRC:

Does not independently verify CF One status with CF One, DND, or CAF;
Does not guarantee eligibility beyond format validation;
May conduct spot checks or request additional verification;
May suspend or terminate accounts at its discretion.

Providing false, misleading, or fraudulent information may result in immediate suspension or termination of access.

4. Acceptable Use

Users agree not to:

Post unlawful services;
Misrepresent qualifications or experience;
Post discriminatory, harassing, threatening, or offensive content;
Impersonate another person or organization;
Use the Platform as an online storefront or to complete transactions;
Circumvent platform restrictions or security measures.

KMFRC reserves the right to remove content or suspend accounts at its sole discretion.

5. No Endorsement

The Platform serves solely as a community listing service. KMFRC:

Does not screen, background-check, license, or certify service providers or businesses;
Does not verify qualifications, references, insurance, or compliance;
Does not endorse, recommend, sponsor, or affiliate with any service, business, brand, or franchise listed on the Platform;
Is not a party to any agreement formed between users.

The presence of a listing does not constitute endorsement or approval by the KMFRC.

6. User Responsibility and Due Diligence

Users are solely responsible for:

Conducting their own due diligence;
Verifying qualifications, certifications, references, and insurance;
Assessing suitability of services;
Ensuring compliance with applicable laws.

All arrangements and interactions occur at the users' own risk.

7. Limitation of Liability

To the maximum extent permitted by law, the KMFRC shall not be liable for:

Any loss, injury, damage, claim, or dispute arising from services arranged through the Platform;
Any act or omission of any user;
Misrepresentation by service providers;
Financial loss resulting from private agreements.

The KMFRC is not responsible for the content posted on the Platform and will not be actively monitoring the Platform for adherence to these guidelines. Use of the Platform is at the user's sole risk.

8. Indemnification

Users agree to indemnify and hold harmless the KMFRC, its directors, officers, employees, and volunteers from any claims, liabilities, damages, or expenses arising from:

Content posted by the user;
Services provided or received;
Breach of these Terms.

9. Termination

The KMFRC may suspend or terminate access at any time for:

Breach of these Terms;
Misuse of the Platform;
Operational or security concerns.

10. Governing Law

These Terms are governed by the laws of the Province of Ontario and applicable federal laws of Canada.

11. Post Duration, Renewal, and Pausing

11.1 Post Duration

All listings on the Platform remain active for 30 days from the date of posting. After 30 days, posts will automatically expire and will no longer be visible to users.

11.2 Renewal of Posts

Users may renew their listings before expiration. If a post is not renewed, it may be archived or permanently deleted.

11.3 Pausing a Post

Users may temporarily pause their listing (e.g., when unavailable or away). While paused:

The post will not appear in search results or public views.
The user may reactivate it at any time within the original 30-day period, or renew it if expired.

KMFRC reserves the right to remove paused posts that remain inactive for extended periods.
